BD Daily / KalamSohail Rahman: The revised size of the main budget for the next 2021-22 fiscal year has been estimated at Tk 6 lakh 1 thousand 511 crore. Earlier, the size of the budget was initially estimated at Tk 5 lakh 93 thousand 314 crore. However, the current revised size may also change. In the new budget, the target for GDP growth has been set at 7.2 percent and the size of GDP has been set at Rs 34.72 lakh crore.
The revised accounts were estimated at the second virtual meeting of the Budget Monitoring and Resource Management Committee held recently. Finance Minister AHM Mustafa Kamal presided over the meeting.
In the current budget, the GDP growth rate for the current fiscal year 2020-21 was 7.2 percent. But due to Corona’s second blow, it is not expected to be fully achieved. In this context, the revised GDP growth target for the current financial year has been set at 7.1 percent.
In the next financial year, the size of the ‘Annual Development Program’ (ADP) has been estimated at Tk 2,25,124 crore. Inflation has been caught at 5.3 percent. According to meeting sources, the overall deficit in the new budget has been estimated at Tk 2,12,433 crore. This is 7.1 percent of the estimated new GDP.
It is learned that the lion’s share of the budget deficit of more than Tk 2 lakh crore will be taken from the banking sector. A loan target of around Tk 1 lakh crore has been taken from this sector. Because the banking sector now has a surplus of liquidity. And the interest on bank loans is also low. Apart from this, about Tk 30,000 crore will be borrowed from savings certificates. The rest of the money will be available as foreign loans and grants.
In the new budget, the target of total revenue has been set at Tk 3 lakh 69 thousand 7 crore. That’s 11.2 percent of GDP. Out of the total revenue, the income from the National Board of Revenue (NBR) has been estimated at Tk 3 lakh 30 thousand 8 crore. That’s 9.5 percent of GDP.
According to sources, the target has been set in the current Corona situation by reviewing the revenue collection trends of the last financial year and the current financial year. Incidentally, in the Corona situation, for the first time in the last 2019-20 financial year, negative growth has been achieved in revenue collection.
It is learned that the meeting has expressed concern over the collection of revenue. The NBR told the meeting that trade and commerce in the country had been disrupted for more than a year due to Corona. So the revenue is not being collected at the desired rate. This year too, the revenue deficit could touch Tk 1 lakh crore. In this situation, the meeting proposed to set the same target for the next financial year as it had set for the current fiscal year.
